Battery issue

My battery capacity has dropped drastically( from 70000MWh to 36000MWh) over a course of 20 months I don't know why this happened and also there is the charging issue even if it is not charged and the charger is connected the indicator shows it's fully charged and battery percentage does not increase and after sometime it starts to charge normally but drain quickly
