How do I remove my email from an account I can’t access?

I've been trying to login to my other microsoft account on my original email and it makes me type the last 4 digits of a phone number in. I went through the emails of that email and I found one from microsoft stating that there was a password change. I found the person who changed my password’s phone number and ip address. I can’t link them to anybody I know. Is there a way to remove that email from that account?
