My Local Disk folder has an X on administrator user, now I can't run apps as admin including CMD and Task Manager

I cannot do anything, including resetting my computer, and all apps won't run as administrator including task manager and command prompt, so now I can't install new apps and games, or open certain apps that require administrative access to open
