Can't Assign Admin

I've been trying to install things on my pc, but every time I try to and it asks the prompt "allow ____ to make changes to your device" the only option it hives me is to press no which doesn't help. I figured out the issue is that I need to have an administrator account, but to assign admin to an account it seems that I need an admin account to do it.
