I can't seem to "Deactivate" the energy recommendation in settings,

I can't seem to "Deactivate" the energy recommendation in settings, it interferes with my screen saver running, (It won't come on), and I can't "Uncheck" the green dot to turn on the screen saver. There is no option to turn it on...I don't want energy recommendation as it interferes with the functionality of my screen saver, period.
