After installing KB5039217 on my win10 2019 LTSC, why do the words on some buttons become English?

These days, I have installed KB5039217 on my windows10 2019 LTSC, and it was successful, but soon it turned out that words on some buttons of the OS become English (originally they are all Chinese)? Like 'apply', 'cancel', and 'copy', 'paste' on the right-click list......What's the matter? How to recover?
