My PC is restarting again and again; getting windows ready, don't turn off computer. It's been around 3 hours now. What do I do?

Yesterday, I tried to shut down my PC, it showed, update and shut down, but since then it's been 1 day.I tried to start my PC today. But the same programme is running:Getting windows ready, don't turn off your computer, restarting.Should I take my PC to a professional?
