We are working on a software product that creates PDFs from a template. The template is used to generate a report that is first rendered as an HTML document and then converted to a PDF. When I open the PDF in Adobe, I see the header and paragraph tags (see attachment). However, when I try to use the Screen Reader program from Windows, it cannot find any of the header tags within the PDF. If I press CAPS LOCK + F6 to view the list of headings, nothing comes up.
