How do I switch out of S mode?

I've followed the instructions at Switching out of S mode in Windows - Microsoft Support, but when I click the "Get" button it says "Try again. Something happened and we couldn't start the upgrade. I've also tried factory restore, but it says the same thing. I've restarted several times.
