Activating Windows 10 in a stand-alone VM

Our company is using stand-alone virtual machines (VBox and VMware) to support our customers legacy software (equipment we've sold in the past but still need to support, that was programed with older versions of HMI and PLC controls software). We are struggling with activating Win10 VMs because there doesn't appear to be a clear-cut way to accomplish this task. The VMs are stored on a server and copied locally to workstations to run when needed and the host systems are Windows 10 Pro. The same VM may be copied to multiple hosts over time and may only be used on a host once or twice a year.
