cmd.exe: this app can't run on your pc

I'm running a python script using command prompt, it used to work last week but now I get "this app can't run on your pc". Also, cmd says "access is denied".I haven't changed anything but I know that I had a Windows update after I finished last week.edit: Run as Administrator gives the same result.
