Windows Server 2019 loading spinning dots continuously

Hello, Is there a way to solve the condition where the Windows Server 2019 Standard screen contains rotating dots continuously. However, there are no problems accessing services in Windows such as Microsoft SQL Server, Windows Admin Center, File Sharing and others. Just can't access the GUI. I need your help. Thank You
