mouse and touchpad not working (?)

I can turn on my laptop just fine. And both my mouse and touchpad works. My taskbar is unresponsive, but I can still open apps on the desktop screen. When I open an app like so and click on the app with either my mouse or touchpad, it kinda tabs me out of the app that I am using, but the app's window is still here, just grey-ed out a little. I can navigate inside an app's window using the arrow keys but that doesn't help much. Is it a but? If so, how do I fix it? (without using my mouse or touchpad of course). Thank you.
