KB5038283 Keeps Failling to Install at 44%

Hello, We are running a 2019 Server. The 2024-05 Cumulative Update for .NET Framework 3.5, 4.72 and 4.8 for Windows Server 2019 x64 (KB5038283) keeps failing to install at 44%. When it fails to get passed 44%, it will revert back any changes. DISM comes back with no OS issues and SFC /Scannow does not find any problems. I'm not really sure what the problems is and why it keeps stopping at 44%. Any help would be appreciated. Thanks!We see error 0x80073701 when the update fails.
