Error code 0xc000000f but can’t run windows 11 installation media to fix it…

Hello, I got an error code 0xc000000f it says the boot configuration data for your pc is missing or contains errors.It’s on Legacy boot but when I try to use an installation media to fix it it’s just stays on hp logo with the circles moving around until it restarts it won’t boot the instillation media idk what else to do to fix the problem..,
