Error 0x80070002 trying to change my Windows 11 account picture

I'm trying to change my Windows account picture in Settings>Accounts>Adjust your photo>Choose a file>Browse files. When I pick a photo, I get the error message shown in the image. I've tried several pictures and I always get the same error. Any suggestions?
