Unable to turn on anything in Virus & Threat Protection, says "This setting is managed by your administrator".

I installed Project IGI 1 which needed to turn of my virus and threat protection and also the defender, but then I turned it all again and deleted every file of that but it still isn't turning on. I even did factory reset, and tried multiple things by using Youtube.
