Is there a way to open command prompt before windows load?

Like the question says,Can I open command prompt before windows load?The main issue is, I disabled all the ms services and now it wont let me login. The login window doesnt display input box to enter username and password. So, I am trying to run windows command before logging in so that I can try somethings to log user in.
