I cannot Fix Audio crackling/Channel swapping (Built Multiple PCs and all including friends do the same) Windows 10/11

Audio crackling and popping appeared around 6 Months ago. Started feint at first, I noted it first on BEAM.NG where rumbling bass caused a crackle, I payed non the wiser and thought it was the game. Then it appeared on marauders, Then finally Windows it started doing it, Adjusting Volume ECT. Changing games or booting one, Youtube changing videos. And in some games, it makes it FLAT OUT UNPLAYABLESo long story short I know its not a issue on my end. Its a issue on Microsoft issue. The troubleshooting below will tell all.
