my caps lock key turns on and off when i press shift and i don't know how to make it stop

for some reason, when i press shift key, it turns on caps lock and then when i press shift again it turns it off, its very annoying when use the shift key. sticky keys, filter keys are off and in advanced keyboard settings, it says that caps lock turns off caps lock but for some reason shift still turns off caps lock. please help. i'm on windows 11 btw.
