When restoring permissions to the Windows Apps Folder is it normal to have six files fail to restore stating 'access is denied'?

I took ownership of my Windows Apps folder and immediately started getting "This app didn't start" and "The parameter is incorrect" error messages upon opening some files. I was able to restore the default permissions using the command prompt, but there were six files that failed stating 'access is denied'. Is it normal for these to fail to restore, or do I need to do something else to fix them? Any advice is appreciated...
