CPU overload

My cpu is reaching 100% very easily, even when theres nothing to make it near 100, when theres 0 workload it keeps on 20%, when in intensive workload it appears to have a 40% additional, like in the image uploaded, its not temps, ive changed the thermal paste and temps look fine (79° at peak), i also ran Windows security full scan's twice, only to find fileIlla's adware, which on removal changed nothing, help me,please.
