Moving a license from a Laptop to a newer one.

Hi guys, just got a new laptop and managed to find the Windows License and also used the commands in CMD to remove it from the old laptop.Still, my new laptop shows as not activated with an error code 0xC004C003. It is not a OEM license as well.Any ideas how to resolve this? Should i fully reinstall Windows on the older laptop?Cheers.
