I shutdown my HP computer during setup sequence and now its in a restart loop

So I got the computer and while I was setting it up I shut it down for some reason and now it restarts over and over.Every time now after it restarted it shows;RecoveryYour PC couldn't start properlyA required device isn't connected or can't be accessed.Error code: 0x0000225You'll need to use recovery tools.
