My laptop will not let me log in

Hello MicrosoftI was trying to fix a game and ended up doing a “safe boot” this caused my laptop to deny any attempt at entering my password or even changing it stating that I need the app. But apparently I can’t use the app or I don’t have it. So I’m a little stumped. This is for a Hp Windows 10, thanks in advance!
