Windows Security Protection History - no actions available

I have entries in Protection History with the title "Remediation incomplete". However there are no actions available. There is a Learn More link that takes me to a web page.The "infected" file is a well-known sample used to validate anti-virus functionality (Eicar e.V. - European Institute for Computer Anti-Virus Research). It does not perform any malicious activity. I want to test uploading this file to some cloud platforms. However, Windows Security doesn't give me the option of releasing the file from quarantine. I've tried configuring it as an allowed threat, but it is still getting quarantined.Suggestions?
