DISM.exe /Online /Cleanup-image /Restorehealth

How do I fix this, which I got from a Command Prompt after typing DISM.exe /Online /Cleanup-image /Restorehealth. I see that others have asked the same question. I have tried all the commands listed in the other answers. I cannot open or run Windows App Store or HP Smart. I can uninstall and download, but they won't run or open.
