How to copy all "*_files" folders and their contents, but none of the assocciated *.htm* files, using robocopy?

I am in the process of copying all of the contents of my Downloads folder from an old computer to a new computer using robocopy and an external SSD. However because the old computer is solely reliant upon battery power, I have not been able to copy all of its Downloads folder to an external SSD before its battery dies. All that remains is to copy all of the "*_files" folders and their contents, but not the associated *.htm* files. What I am seeking therefore is the particular robocopy command to do exactly that.
