Run an app before logging into windows (as soon as the electricity comes, my pc will run, I want the app to run too, automatically).

I have tried my best to do this on my own but as much as I got to know is that there was a update which stopped startup apps to run in lockscreen background, before that all the startup apps used to run before login. If you can tel me which version it was changed that will also help. I really want this sollution.
