How to maximize Photos app by default when right-clicking a JPEG file

In File Explorer on my Windows 10 system, when I double-click on a JPG file it opens in a maximized Photos window.On my Win 11 laptop, it opens in a non-maximized window. I can maximize it but that setting never sticks; is there a way to make maximized the default?
