Why can't I make a passkey?

I have tried several times over the last year to create a passkey and I get the same error message every time. I get the error message after clicking the Add a new way to sign in or verify link and selecting Face, fingerprint, PIN, or security key. I wouldn't even bother with the passkey, but it creates an easy way to sign into Discord when I'm running it through Obsidian.
