How to reccover locked account?

Hello I just made a new microsoft account to play Forza Horizon 4 on steam. It was working fine. I decided to log out then log in because i cannot access the online feature but then suddenly I cannot log in again because they have locked me out. Then they'll prompt you to input my phone number but all keep on getting is "try another verification method" I've tried everything on the web but all have been very unsuccessful.
