What can I do to allow multi-player for Bloons TD 6 on a Windows PC?

I purchased Bloons TD 6 to play on a Windows PC. When I try to Play Social, I get a message "this xbox account does not have permission to play multiplayer games." I changed all the settings in my Microsoft account to allow multiplayer games, but it still doesn't work. Really frustrating because I bought the game to play together with my son. Is there a solution to this?
