Impossible to sign into windows

When I try to sign into windows on my son's computer (his account or mine), it asks me if I want to set up a pin. When I try to set up the pin, it says you can't right now and to try later. When I press "skip for now" it takes me back to the windows log in screen. It keeps doing this in a loop and I can't get into the computer at all, just the login screen....
