Sign in says account doesn't exist, but then why you try to create that account, it says the same name is already a Microsoft Account??

Basically exactly like the question says. I created an account for my child and when I try to sign in it says "That Microsoft Account doesn't Exist. enter a different account or get a new one." When I click "create one" and put in the same account info (*** Email address is removed for privacy ***), it says "*** Email address is removed for privacy *** is already a Microsoft account ..." How is that possible in two consecutive screens?
