One drive causing lag of my PC system

It appears ONE drive is slowing down my PC. I have tried toturn off most "back up options" but still seem to keep getting to the 5gb limit even when I delete the unwanted files. They come back and the PC goes slow. Can I just not have one drive on windows and remove it as I do not need it
