"sign in with a local account instead" is missing. How do I get this back?

Checked these forums carefully and none of the proposed solutions helped. The option to "'Stop Automatically logging into Apps with this account'?" is also not available. I've tried creating new local accounts and they don't appear on the login screen. I've tried making them admin accounts and they still don't appear. I wish I had set up this laptop initially as a "local account" only but Microsoft seems to want to prevent that as an option.
