cant do a fresh install of windows 10 or 11

I had did a fresh install of windows 11 on my hp laptop and it worked fine until recently when i tried to turn on my computer i got an error say 0xc000000f i tried to fix it using another fresh install but the install wouldnt work so i tried to run a bunch of command prompts to no avail im all out of options is someone could help would be greatly appreciated.Also i tried to go back to windows 10 but still doesnt work....
