Windows 10 Sign-In Results In Black Screen

My computer boots up just fine, loads up windows 10 and seems ok until just after signing in. It briefly flashes what looks like the windows 11 upgrade screen and then loses connection to the monitor. The PC stays on and running. This happened once, I did a fresh install. Two weeks later and it has come back. The problem is resolved in safe mode Any ideas on how to fix this? [video of the issue](https://youtube.com/shorts/6RYvzyK-JDQ?si=8WxWZwdXUKfWpuHd)
