How do I remove two-step verification without verifying first?

I want to update my sign in preferences by removing an old phone number and an expired email account. However, whenever I try to turn off the two-step verification, outlook pops up to verify that it is me doing the changes using my expired email account to verify. I would like to add my new phone number as part of the verification.Please, I need your help as I need this sorted ASAP.
