My laptop wont turn on or off . Have had hard drive replaced and still nothing. It whirrs then stops. Black screen.

My laptop will not turn off and gets stuck so i cant use it. I can hold the button for ages and no change. It whirs then goes quiet. It did this two weeks ago so i took it to the local repair shop and they replaced the drive. Its worked since then but same problem back now. ACD doesnt work.
