Restricting access to an RDS Server however granting accesss to some.

I have 2 RDS Servers and I would like to restrict access to say Group A of users, and grant access to Group B Users. On the other server I would then like this Vice Versa. Essensially splitting the number of users that can access each RDS.Can anyone advise on the best approach to tackle this.
