Windows Server (all versions) - enabling a function that allows you to open any url if it was pasted in the Open File dialog?

Hello, I know it's not exactly a security thing anyone would like to enable, so... I want to enable it. What I mean is - simply - such a looking thing which works perfectly for any Windows designed for consumers, but doesn't seem to work at all in the Server edition and ANY at all (I actually checked it personally, by simply trying to do something similar to what was shown in this -
