I cannot change my time zone on my pc

I am the administrator account on this pc and all the select boxes in settings are grayed out. The control panel request me to "contact your administrator" to change the time zone. manually changing the time in settings does not work for long, once i restart my pc it automatically changes back to the preset time zone which i cannot change. The time zone is stuck on Adelaide and i want to change it back to Perth.
