How to fix or factory reset Pc from startup loop?( only can access to safe mode)

My pc have trouble starting up, I can't access to any tool in troubleshoot because they keep saying wrong password even I enter the right one. I only can access to safe mode( network and command prompt) I tried everything but can't fix it. I can't factory reset either. Please help me, I really need to for my job. Thankyou!pc was always fine until I turn it on and it get me stuck in this loop.
