Memory usage remains at 50% after the standard fixes on Windows 10

I have tried the suto fresh startup, ran malware software, did not defrag but it says fragmentation is at 0%. Also deleted the index on control panel and did a reindex. Memory usage remains at 50% right after startup. CPU time and Network for apps is very low across the board. This computer has 12g of Ram. Could bad ram be the problem? Suggestions?
