I'm signed into an alternate account for reasons that will be obvious.I am locked out of a Microsoft Account. I have gone through the account recovery process to reset my password only to have the loop start all over again. My account is locked, it asks for verification, I type in a phone number, it says this verification is not available right now and doesn't give me any alternatives. I've answered the questions to prove it was me. I got an email that the process was successful. I clicked the link and reset my password again. I went to log-in and it told me my account was locked.
