Laptop does not fully use gpu no matter the setting!!!

Windows is absolute garbage and will NOT use my dedicated gpu to its full extent while gaming even though its set to use the nvidia card in the control panel and graphics settings!!! Oh wow but magically when i use linux their gpu switcher will use my gpu 100%!! Please help me fix this bullsh*t
