Create folder takes way too long (or save file)

W10 Build 10.0.19045Intel i5-3570kWhen for example I use create new folder (from desktop or within any app) it completes action on the screen ... but folder does not appear at the location i.e. desktop for some time ..... 20-30 secs often.I searched here and it said restart Explorer - but as that happens each time I start PC, don't see this as valid.It's as if File Explorer is just too slow in response.CPU is only around 9% and memory under 6% so not short of power.
