What do I do if my things I deleted on my pc show up again on the desktop screen and I can't drag them, it's like it id stuck

I need help with regards to my pc. I have games and apps that deleted in the past now today is shows on my desktop but I can't drag it or remove the apps it is still there. I have restarted and shut it down and now it is affecting my whole pc so what do I do
